My friend gave me that Blissey. LOOK AT THE MOVESET!!!

By the way around the word attack there is a blue thingy like aura.
Around the wor Sp.Defence a red aura.

To explain the colour shades, The blue indicates that Blisseys IV makes worse increases in Attack by Level Up. Same with the red, exept in means a stronger increase.
So the final answer is no, your Blissey is perfectly fine.
