Lets say you use toxic spikes twice and then use spikes 3 times do they all stay there or do toxic spikes count as a layer of spikes

Yes. you can stack all three entry hazards together if you set all the stuff you said up, then the foe would lose 1/4 of their health and be badly poisoned upon entry, assuming they aren't flying, poison, or steel type.

Thanks I was wondering because I was using a forretress and I was like why isnt this guy poisoned, maybe my spikes overlapped my toxic spikes but I think it was a roserade I was facing

That was it. If you send out a steel type, then they won't be affected by the toxic spikes. If you send a poison type out, then they absorb the spikes and get rid of them.
