If you breed your Pokemon with any Pokemon from another country (e.g. a Japanese or French version of the game) then the odds are increased 6 times (only 4 times in Generation IV). However it's still very unlikely odds at 1 in 1366.
Shiny flygons correct except it doesnt have to be american and european it has to be American and a pokemon from any other country.
breed a ( random) american pokemon with a ( random ) european pokemon the chances are extremely boosted this would be very likely to hatch a shiny
