Question

I know how to evolve this pokemon, but I am going to wait a bit first, so here is my Seadra:

Ability: Poison Point- Stalling my enemy

Item: Dragon Fang- Power up on dragon moves

Moveset:

Surf- Power, Accuracy, Stab, movement on water.

Dragon Pulse- Power, Accuracy, Dragon Fang.

Double Team- My Seadra's poor special defense might not be a problem.

Protect- Stalling with Poison Point.

Seadra (M) @ Eviolite

Trait: Sniper

EVs: 4 HP / 252 Def / 252 SAtk

Modest Nature (+SAtk, -Atk)

• Signal Beam
• Ice Beam
• Hidden Power [Electric]

Unfortunately, Seadra is still bad even with Eviolite. It can't make use of Speed, as it doesn't go above 300, making it lose that option. It has a poor walling movepool, actually it has a nonexistant walling movepool. Not that great of SP Attack or Defense, but they are decent enough in say NU. That Sp Def is hopeless though. Combine that with a poor HP stat, and you've got a Pokemon that you shouldn't use. The best it can do is make a very poor Tank. As said before, it will have decent Sp Attack Defense with full EVs there. The moves provide excellent type coverage, very few Pokemon will be able to resist all of these moves. Scald is chosen over Surf to burn the foe, which helps with defending, and is more useful than ordinary Poison. That allows Sniper to be used as an ability, which can make up for that sub-par Special Attack.

As soon as my friend buys White I am going to evolve it, so I am keeping Dragon Pulse for the moment, but Signal Beam? I know that there is a movetutor for that in my HeartGold, but I am playing Black at the moment, so I'm not sure if I can teach it that move, but Ice Beam I taught my Seadra before I read your answer, and I am certainly keeping Poison Point when I get my Kingdra. Eviolite was a choice I was considering when I was writing my question, and since two of the answers are telling me to use it, I guess it might be a good idea.
