I can't seem to even use a move when ever I battle Latios, it just flees right before i can even use block or mean look.

Yes, roaming Pokemon are quite hard to catch. Here are some strategies:

  • Use a Pokemon with Arena Trap or Shadow Tag
  • Use a fast Pokemon with Mean Look. I find that Golbat or Crobat is by far the easiest for this (Golbat is common in most games). You can also teach them Fly and use them to get around.
  • Use a fast Pokemon that knows a sleep move. This also makes them easier to catch.
  • Use your Masterball if you have it!

You need to use a pokemon like dugtrio. Since his ability prevents escape, you will be able to battle latios with dugtrio. You can also throw a master ball at it. Hope this helps!

Arena trap doesn't work against pokemon with Levitate unfortunately.
Thanks but like DarkTyphlosion said arena trap doesnt work on pokemon with the ability levitate
Then use a wobufett. Wobbuffet can be found in dark cave, safari zone, and cerulean cave. Hope this helps!
Whats wobufetts ability?
Shadow Tag.
