Well 1st of you can get one by winning 1st place in the bug catching contest and a trainer calling you from route 34 and you can get one by showing {Bill Grandfather} an Oddish

Also you can buy it in the Pokethalon.

Talk to bills grandpa at cerulean cape. (well, i think it is at cerulean cape i am not really sure)
