If I breed a female Mamoswine with a male Serperior, will I be able to get a female Snivy?

No you will get a Swinub. The off-spring is the Pokemon that is the Female. To get a Female Snivy you would have to breed with Ditto.

But then it would be a male snivy all the time. The offspring will always be the gender of the non-Ditto Pokemon

it might not be male it could be female. its not that its the same gender of the non-ditto Pokemon but the species
