-The card is Japanese
-it's a seadra card
-and it has misty in the bottom right corner

I have three Japanese cards, and they are all gym leader from Gen 1: Koga's Beedrill, Misty's Seel, and Brock's Vulpix.

Yes, as Speed Freak said, its a "Rare Holo". To fully understand the how rare it is,
you'd have to look it up on e-bay ( http://www.ebay.com/sch/i.html?_trkparms=65%253A12%257C66%253A2%257C39%253A1%257C72%253A5841&rt=nc&_nkw=Mistys+Seadra&_sticky=1&_trksid=p3286.c0.m14&_sop=15&_sc=1),
or you could ask a professional collector (like, someone who sells and buys Pokemon Cards).
