I'm not understanding this

In the episode "Right on Rhydon!" there is a Rhydon able to be underwater. I never fully understood how. He is rock and ground like Onix and Onix got touched by water and got all scared. How is this Rhydon surviving in the water? If this could help to get an answer, the island at the middle of the lake is it's feeding ground.

Onix is made of rocks. Rhydon is an animal. IMO
IMO anything in Pokemon that has a gender is an animal.
Anybody know why?

Maybe the Rhydon was using action replay ;) jk
I expect that at the time they assumed that because rhydon can learn surf it would be ok, who knows? pokemon anime never really goes that in depth into the theoretical side of pokemon so they probably didnt see it as an issue :D
