No, it's not true. There are ways to make a Pokemon happy, and that's not one of them.

no, it makes all pokemon in party's friendship rise if you walk 256steps
But if you gain a level, it will also raise the friendship, and the pokemon in the first slot is most likely so.
So in short, NO
