Trick Room is one of the few ways to make this Pokemon usable in Little Cup. With a lot of slow yet powerful Pokemon in Little Cup you can easily make Slowpoke an important member of your team. Earthquake provides type coverage. Zen Headbutt is STAB. Scald is used because with Regenerator Slowpoke has no good Physical Water attacks. Yet I think Regenerator is much more important than Aqua Tail. Scald is used because that burn makes up for things. EVs give max Attack and Special Attack, as well as a few points to strengthen its bulk.
