I really just want to know, what is the slowest pokemon that can learn Gyro Ball?

(that would make my team a force to take on... maybe even an army)

Shuckle has the lowest speed in the game, with a base of 5. He learns Gyro Ball via TM74. TM74 can be purchased at Nimbasa City Pokemart for $10,000.
