Well, it's neither, it's a glitch pokemon that was created by accident due to too much space in the deravaxus trialator which caused a diatransfusion in the zectocombobulator. lol jk, but there is some truth to that if you leave out the outrageous names.
but if you level up missingno, it becomes a kangaskhan

Missingno isn't just from 1st gen. It can be found is almost any gen, but certain things have to line up.
