Do tiers apply to double battles, and of yes are they any different?

Well, they probably do, though I can't be sure. If you're prepared to get technical, the tiers probably change depending on the Pokemon you're teamed with.

Yes tiers apply and no they are not different as you are still using pokemon in the same tier.
Simple as that
