Well, since this isn't for PO, this removes the options of Hidden Power (probably) and likely Fire+Ice punch and Cross Chop. Which means Elekid becomes a lot less effective.

Probably the best set available for it in Black/White. If you have access to the Platinum/HeartGold/SoulSilver/Black2/White2 Move Tutors, give it Ice Punch over Return. If it has Vital Spirit, that is better than Static as it allows switch ins on Foonguss, Shroomish, and Paras, as well as Grass types and Hypnosis users. If your Elekid has Cross Chop, use that over Focus Punch.
Thunderpunch is STAB. Wild Charge will do too much recoil along with Substitute and maybe even Life Orb to be used. Substitute allows the thing to take status, which is needed since it lacks Vital Spirit (probably) to protect it from Sleep, plus it is already very vulnerable to burn and paralysis, as well as random Toxics. It also allows Elekid to make use of Focus Punch, which is one of the only coverage attacks with any power behind it without move tutors. Frustration (or Return) hits with 102 base power and provides coverage against things like Exeggcute. It reduces the number of Pokemon who resist Elekid greatly. Quick Attack doesn't hit nearly as hard, and since Elekid will be lacking in the coverage of the elemental punches, the power of Return/Frustration will usually be needed. But it does provide a priority hit to deal with weakened Scarfers, Dragon Dancers, Rock Polishers, and Shell Smashers.
