What I mean is:

Infernape(fight) --> Empoleon(steel)
Infernape(fire) --> Torterra(grass)
Empoleon(water) --> Infernape(fire)
Torterra(grass) --> Empoleon(water)
Torterra(ground) --> Infernape(fire)

Except for empoleon not having a strength against torterra, is the 4th gen starters the most balanced generation in regards to strengths and weaknesses to the other starters?

Yes they are, gen 5, 1,and 2 have no balances with types as they're all weak to one of the trio and mudkip is strong on torchick and that's it. So yes.
