Just battle with it a lot without it fainting. Give it massages and Haircuts. Don't give it Bitter Medicine. Feed it Poffins that it likes. Walk around with it at the start of your party. Have it hold an item, especially the Soothe Bell. Useitems like potion on it.

My favorite way is by power drinks like, carbs, iron etc..
If you are rich, like me, then you will be able to buy enough of them to completly raise his hapiness, without any battles. I don't think potions heal you like Trachy said, but they keep you alive for longer. If you are dying, just use a full restore, because potions barely heal you.

Potions work great on Togepi considering the low level and low HP as a result (even at higher levels, two Super Potions heal it fully usually.)
