Question

I've been walking around Chargestone Cave using max repels trying to find one, and no luck. Raised a Staryu to level 60 and now I can't even evolve it.

If you recieved a Panpour then when you get to Castelia City on the first pier there is a scientist who will give you a Water stone.
Also in Driftveil there is a bit of beach next to the Pokemon centre surf across that to the light house and the item there is a Water Stone.
