It said on my Pokegear that wingulls would be found around vermilion city but I couldnt find any! I swam in the water and I used both my fishing rods and Theres no trees to hed butt! where shall I look?!? (HG)
Wingull is a Swarm Pokemon. You got the location right. But you need to use Surf when there is a Wingull swarm.
