Will a burned Pokemon with Waterfall heal a Pokemon with Water Absorb less??

If Mew is burned and then uses Waterfall (a Physical water attack) on a Water Absorb Politoed, will it heal it less??

Same for Dry Skin

No, Water Absorb does not heal the user by how much damage the water move would have done, it just automatically heals the user by 25% HP. Same goes for Dry Skin.
