If Genesect hold a certain plate, it's Techno Blast will change the type?

Exemple: If Genesect holds Draco Plate, Techno Blast type i'll change into dragon

No, the Type plate do not influence Techno Blast's Type, but the Drives do. The Types vary depending on the Drive, similar to the Type Plates on Arceus.

Chill Drive=Ice Type Techno Blast
Shock Drive=Electric Type Techno Blast
Douse Drive=Water Type Techno Blast
Burn Drive=Fire Type Techno Blast
