If a user asks a question that breaks the rules, and they're new, should I answer it?

Don't answer it.
There is no point in doing so - a senior user will hide the question if it breaks the rules. There isn't any harm in doing so - but doing it is pointless. Leave a comment if the question breaks the rules.

Please don't answer at all. You can post a comment letting the person know they broke the rules.
