No, the Black/White pokemon are not listed there because the HMs are slightly different, so I will make a different page for that.
In general it should work for earlier games, only when those HMs are in those games. So Cut/Fly/Surf/Strength all work fine for older games. But there is no Rock Smash or Flash listed there.
