Replace Calm Mind on Dusclops and give it Confuse Ray or Trick Room.

Give Porygon2 the ability Analytic, which is much more reliable than Download. Also, replace Charge Beam, Trick Room would be a much better choice. Also, move the EVs around to provide more Special Attack. I would go with this:

Replace Lairon with Rhydon, who is a much better Pokemon.

Phanphy is weak to say the least. I would go with Ferroseed instead. Then, put Ferroseed as your lead.

Chansey: Putting Def EVs is a waste, even with Eviolite. Just toss them all into Sp Def, so 252 Sp Def, 4 Def. Also, give it natural Cure. Serene Grace is useless.

I would suggest this with Duosion.

Great but you may want to consider switching Calm-mind for Confuse ray or maybe even Psych up to mess up your opponents.

Good but a decent idea would be to swap Charge-beam for Trick-room as all the Pokemon on your team are slow and if you do that then you should throw some more EVs into S.attack.

He is not heavy enough to effectively use Heavy-slam, switch for Iron-head.

Phanpy

Not very Bulky even with Evolite. Marshtomp is a much better choice for a ground type here, check out my set for it http://pokemondb.net/pokebase/4988/what-is-a-good-moveset-for-swampert. Also Rhydon is good.

Duosion

This will be countered before you can say Steel type. I recommend that if you do give Porygon-2 Trick room just taking out the boosting moves and giving him a quiet nature and giving him HP(Fire) and Shadow-ball, if not then take him out and throw in a Kadabra.

Overall team

Good but your lack of strong offensive sweepers leaves yourself at a disadvantage. If you want you could swap out one of your Pokemon for Scyther to give you a Physical sweeper.
