Arceus can learn almost any move so the other two depending on the opposition.

I really think you have a good team but I would suggest teaching your Kyogre Thunder. It's goes great with Drizzle because Thunder always hits in rainy weather.

I used to have Thunder. However, Water Spout hits the Flying types of Uber hard enough. Dragon types resist it though, making Ice Beam a must in Dragon heavy Uber.

Well, Charizard is awesome but it isn't the most powerful Pokemon. Second most powerful, I'll give it that. But Lugia is just incredible.

I think Jirachi should have rather all Ev's concentrated on Sp.Atk and replace Iron Head with Flash Cannon. Mewtwo could have energy ball instead of grass knot since it is more balanced. Otherwise great. Also lugia might have another "Attacking attack" with Ice Beam since if you are left with only Lugia in the end (not likely) A fire type will win it easily.

Jirachi: Thunder paralyzes, Water Pulse confuses, Iron Head flinches. With Serene Grace, all these things mean the foe will almost never be able to get a hit off.

Mewtwo: In Ubers, the Pokemon used are of high weight, making Grass Knot better.

Lugia: No Fire types besides Ho-oh are used in Ubers, and Ice Beam gets off a neutral hit which is enough.

Well, some small changes:

Palkia: Like you placed thunder it means that you are planning to make a rain with kyogre and then palkia's thunder will have 100%accuracy. Yeah, this strategy is good but flamethrower lose power. If I were you I will replace it with Aura sphere to be able to counter Darkrai. Your Mewtwo has Aura sphere but if the oppenent's Darkrai outspeeds it, it will easily KO him.

Lugia:Replace recover with roost. Like this 3 weaknesses go away and the opponent won't be able to hit you with x2 power with ice beam.

Yeah, the rest of your team is really perfect.

I forgot something so I edit: Attention to taunt. If it is used to Lugia you have problem... So you should place somewhere taunt to be protected from taunt. Well, I don't know which one because all are greatly combined. So you might place it to Palkia (instead of flamethrower) which will usually be thrown before Lugia.

Lugia cannot learn Roost with the ability Multiscale. Flamethrower takes down Forretress and other Pokemon with x4 Fire weakness to exploit even in the Rain. Darkrai will have to be Scarfed to outspeed Mewtwo, something which is unlikely due to that not being able to exploit Dark Void.
