He has bolt strike so fusion bolt is useless when he already has the electric type move.

That makes no sence, Bolt Strike is Zekroms signature move.

Your set is good, maybe Ice Beam/Thunderbolt instead of Flamethrower. YOur choice.

Zekrom:item Choice Band/Wide Lens
Gtreat Set. Choice Band for power, or Wide Lens for accuracy. Choice Band works in conjuction with Outrage.

Kyogre: Leftovers
YOur set is good.

Ho oh:item Life Orb
I wouldn't use Sky Attack, maybe Brave Bird or Aerial Ace instead. I'm not a big fan of charging.
Either (Sunny Day/Earthquake and Drought) and SolarBeam
