You should consider Life Orb as an item, because 10% is a very small boost.
Or Lefties if you don't like the recoil and prefer healing.
Calm Mind should be added in there somewhere.
Grass Knot seems to have the least use, but you should look what moves are most needed.
Psychic is more powerful than Psyshock, and if you don't use Calm Mind Psychic is pretty crucial.
Also, Modest is pretty much unacceptable, Timid is definitely what you want to go with.
Scope Lens is banned pretty much everywhere, so I recommend you change that.
The EVs seem very random, and Def EVs aren't worth it on Gallade.
Here are some sets, I recommend you find something here because the set you use now doesn't look good.
Iron Head should definitely be replaced for Meteor Mash, for that extra power you know.
Also if you're gonna make it bulky, invest in HP first.
Nonetheless a spreaf of 52 HP / 252 Atk / 204 Spe Jolly is recommended to outspeed scarfed base 100 Spe pokes + Landorus and under.
ThunderPunch is an option over Ice Punch to hit Waters such as Gyarados, but Ice Punch is deinitely viable.
You really must love this Mew set, huh?
However, Stone Edge to hit Flying and Bug types should be considered over Metronome because of its questionable reliability.
Recover might also come to use.
A mixed set seems pretty weak, and your team lacks a scarfer so I would recommend this set:

EVs: 252 Atk / 4 Def / 252 Spe
Adamant Nature (+Atk, -SpA)
- Fusion Bolt
- Brick Break/Zen Headbutt
V-create for that STAB.
Fusion Bolt for Water types and some coverage.
U-turn to scout and get outta there.
Brick Break for Rock types, while Zen Headbutt is STAB and hits Fighting types.
Modest is questionable on Starmies not Specs. You should change that to Timid.
As for moves, Psychic isn't doing much good here, especially since this is a Mono Psychic team anyway.
Starmie also has access to Rapid Spin and Recover, so you should definitely consider putting those in its moveset, not necessarily both though.
