As a Dual screener, the best item you can have is Light Clay, this will make your screens last for, I think, 8 turns, this will help you by not having to switch this thing out as often. If light clay doesn't tickle your fancy, Air Balloon also helps delay that nasty 4x weakness.
HP Ice would be far more useful if you can swing it, it gives a pseudo bolt-beam coverage, as well as dealing with the common Mono-Grass and Mono-Ground type teams more effectively.

I like the Gyro Ball + Curse combo, but your move-set had very little coverage... Earthquake has Stab + a 5 type coverage, why not use it? Stone Edge hits flying types that EQ misses, and it has a high Crit ratio, OR you can use Knock Down, which has more accuracy, and can allow for Stab EQ to land next turn. Ganlon Berry was redundant, you already have Curse boosting def, and you have no recovery to abuse, and Steelix is probably going to be bested by a Spec Attacker anyway, making the last minute Def boost pointless.

I don't like this thing, but there isn't much I can do. I would only say swap Flash Cannon with EQ or Earth Power to hit opposing steel types (Barring Skarmory) that Toxic won't touch. This thing isn't much of a T-staller, as it has no recovery, just bulk. But I don't want to change your strategies or poke-choice very much, so this is all I can do.

To be honest, I don't like drill without the Sand Boost, I think a Banded Scizor would be better suited for this position. Anyway, I like the DR + Stone edge, EQ would be better if available, X-Scissor is good for dealing with Dark and Psychic types, grass too, but they are usually Poison, so meh. Aerial Ace only really deals with Heracross and Breloom effectively, as Drill Run with Stab will generally do equal damage to anything else + high crit ratio. Brick Break has pretty well the same coverage as Drill Run, but Exca's move-set is fairly limited, and I guess it deals with Screeners, as well as Tyranitar...

You know this thing has both Calm Mind and Nasty Plot, right? No point locking it into one move. I prefer Calm Mind, as it increases bulk, and I'm not sure what EVs you run. Aura Sphere has Stab, and always hits, while Shadow Ball hits what AS doesn't for SE damage, these two hit everything in the game. Vacuum Wave is a good priority move for clean up, or just to get in first.

If you are going to keep Rocks on Probo, you don't need them here, use Spikes for more entry abuse. Roost keeps Skarm healthy, and Roar abuses the dual entry hazards. Shed Shell is a nice item if your leftovers are used up, it stops you from being stuck by Magnet Pull or Shadow tag.
