Is there any reason why the hometown in BW2 is a "city" instead of a "town"?

just because that's how GameFreak wanted it. I'm guessing they wanted something diffrent and made the pokecenter in your home town and made it a city with a gym.

Also there would be no way to get the event genesect at the beginning and that would suck
