Gen 1 bulbasaur is almost a worse bellsprout,but it has more balanced stats.

Razor Leaf/Mega Drain
Body Slam/Double Edge
Sleep Powder
Stun Spore
Razor Leaf is powerful if you get a crit.Mega Drain keeps it in the game longer,but is weaker.Body Slam can paralyze and does ok damage.Double Edge is stronger,but inflicts recoil.Sleep Powder is annoying,and stun spore is paralysis.Overall,I would still use bellsprout due to it having wrap+better attack stats,but bulbasaur is still decent.

Stally set. Much of the heals, Ingrain, Lefties, and Leech Seed. Works well with Grassy Surge Grookey to heal more, Toxic is good too :D

What Nature? Those EVs aren't very good in LC -- you may want to just try the Teambuilder recommendations.
oh right, forgot about that, will fix :)
Leftovers are bad in LC because of how EVs work. Eviolite for bulk, or Berry Juice for recovery. Since it's stall, Eviolite is a good choice.

Timid Nature
- Solar Beam
- Weather Ball
- Toxic
- Synthesis

Solar Beam 1 turn STAB. Weather Ball is good in any Weathers, Toxic never misses, and Synthesis to heal up. Have fun using this Sun Set, hope I helped! :))

I kind of don't get toxic on it.Wouldn't sludge bomb or another move be better?
In my opinion I would use Toxic, but Sludge Bomb is good as well. I guess it does have more coverage, but only against Fairy and Grass. Grass is weak to Weather Ball (this is intended as a Sun Set with Chlorophyll and Synthesis), and Bulbasaur still resists Fairy. Hope this helped a bit :]
