Question

First I breed my sceptile with ditto until I get a girl then I evolve it in sceptile then I breed that sceptile with my torterra who knows energy ball.

You don't need to evolve it into Sceptile to breed with Torterra, Treeko+Torterra should work fine.

As long as Torterra is male, it should work. Treecko also learns energy ball at level 51, but breeding him is the better choice. (I'm assuming you've already used the energy ball TM)
