How did Extreme Speed miss?

Question

I was fighting mira's togekiss in the survival area and his Extreme Speed missed twice - how? It has 100 accuracy, I didn't lower his accuracy or raise my evasiveness.

I was using jolteon and he wasn't holding any thing that hold to do with accuracy.

Togekiss had the ability Hustle, which lowers accuracy.
