Why does Toxic fail every time I attempt to use it with my Arbok?

The Pokemon won't have a existing status and I've attempted to use it across all types. But it will always fail, would appreciate a answer asap so that I can begin to use it!

More information please? What Pokemon were you using it on specifically? It is possible that you had bad luck and the move missed, which is completely different from the move failing.

After a couple hours I found out it was just some really solid bad luck. It has been working just fine within the last hour. Odd.

i'm guessing you're either using it on poison types, steel types, or you have really bad luck and are constantly missing.

One possible solution besides enemy being poison/steel type is that the enemy had used safeguard. That would make toxic fail cause you are immune to status during safeguard.
