Here are all the locations of Suicune:
- North of Cianwood City
- Outside Mt. Mortar in Route 42
- In Vermillion City when you first get there
- Route 14
- Outside Bill's House in Route 25 (north of Cerulean City)

If you already battled and defeated it then it will be in the Burnt Tower (after beating the Elite Four).
