Are Lucario and Spiritomb their own classification of Pokemon?

Are these Pokemon legendaries, non-legendaries, or something in between: Lucario and Spiritomb.

Neither spiritomb nor lucario are considered legendaries.They're somewhat similar to pokemon like Dragonite, Metagross, Tyranitar and Salamence in that they are rare and powerful, but not quite legendary.

Lucario isn't that powerful, it's a long way off Dragonite etc. Neither is Spiritomb, apart from being Ghost/Dark which has no super-effective moves against it.
there are other pokemon like those for example rotom or Zoroark . Zoroark isnt a legendary cause it is breedable
Rotom can breed too, it's in the Amorphous Egg Group
