What's a good moveset for Lugia?

Aeroblast (STAB, high power, decent accuracy, good chance of critical-hit.)

Psychic (STAB, good power, high accuracy.)

Earthquake (High power, high accuracy, used to deal with Electric and Rock types.)

Shadow Ball (Good power, high accuracy, good for dealing with Ghost types.)

Thats good except I would get rid of earthquake for Hydro pump.
Earthquake is to deal with Electric and Rock types, which Lugia is weak against.
An interesting mixed attacking set
Calm Mind could be a good replacement for Shadow Ball.

This moveset only has one move that deals damage. You should put more moves that are powerful and strong.

EVs: 252 HP / 252 Def / 4 SAtk
Bold Nature (+Def, -Atk)
- Calm Mind
- Weather Ball
- Recover
- Hidden Power [Dragon]


Weather ball Doubles in power, and also gets the 1.5x boost, effectively making it a 150 BP fire attack, getting almost perfect coverage with HP Dragon(No Dragon Pulse) on the pokemon in UBERS

adamant nature
evs: 252 atk, 252 hp, 4 spd

FLY or SKY ATTACK
EARTHQUAKE
DRAGON TAIL or DRAGON RUSH
RETURN or RECOVER

fly or sky attack is your choice of stab. fly hurts a bit, but has that two turn prediction thing. while sky attack is a bit risky after you lose your power herb. and is especially risky with a choice band.
earthquake is good coverage. dragon tail and dragon rush cover the many dragons of ubers. low accuracy is something you'll face with both of them. return is for choice band for some extra neutral hits, while recover is for power herb.

Recover is healing. Dragon-tail is Phazing. Toxic is slowly killing. Protect would be for more stalling, while Safeguard is for preventing Lugia from taking a status as well.

Possibly my bulkiest pokemon!

Ability:Pressure
Nature: Bold (+Defense, -Attack)
EVs: 150 HP, 100 Sp. Attack, 160 Defense, 100 Sp. Defense,
Item: Leftovers

Moveset

Aeroblast (STAB)

Ice Beam (Gets all of those Dragon types)

Calm Mind (Lugia's bulk provides a wonderful sweeping oppurtunity)

Recover (Erm.. do I really have to explain?)

As you can see, this Lugia is meant to outlast Special Attackers, and then utterly destroy them. I'd suggest starting off with Calm Mind, then you can do your thing. SWEEP

Your Lugia should learn this dominate moveset:

Areoblast: 100 power and it's Lugia's signature move.

Blizzard:Destroys the dragon type and kills grass types.

Earthquake:to beat the electric and rock types

Hydro Pump: I don't have to explain beacause it's so dominate!

Moves:
- Whirlwind
- Toxic
- Protect
- Reflect

This is a straightforward ToxiStall set. Whirlwind takes out Substitutes and stat boosts, Toxic slowly wears down health, Protect stalls even further, and Reflect helps Lugia's uninvested Defense.

Impish Nature (+Def, -SAtk)
- Swagger
- Punishment
- Thunder Wave
- Dragon Tail / Aerial Ace / Bulldoze / Dragon Rush

Swagger + Punishment for Power and Main Attacking.
Thunder Wave for crippling.

Dragon Tail can be used with Deoxys-D, who can set up Spikes 3x and Stealth Rock.
Aerial Ace for STAB and hits everytime.
Bulldoze for lowering speed, but not needed with Thunder Wave.
Dragon Rush for Power.
