Yes but you need the Pokemon ranger event. And this only works in Diamond Pearl Platinum, Heartgold and Soulsilver.So even if you get it you have to migrate using poketransfer.If you want it in pokemon Black and White.I dont know how to do the event do. Alll i know its has something to do pokemon ranger.

In Pokemon ranger 1 after you beat all the ranger nets a special manaphy mission will appear. If you complete it you can to send it to your diamond, pearl, heartgold, soulsilver, and platinum. However you need two DS's to transfer the egg. In shadows of almia you have to get it through a special event that already ended a while ago.
