I'm assuming this Is for the Matsuda Method. You can Check your Pokedex. If you have the Japanese Pokedex entry for that Pokemon or any other foreign language, then it probably is from a foreign cartridge. You can also check the OT to see If It has Characters of another place.

btw this is on heart gold and i dunno how to check if its a japanese entry, but maybe this will help.
The name on the ditto is "DITTO" and not メタモン
And the OT name is "CHERRY" (not me i traded on the gts)
So do you know if the ditto works for masuda method or not? :)
There is one other way, go to the Day Care and put Ditto and another Pokemon(from your country) there to breed, and talk to the old guy and tell me what he says.
The day-care man says: Ah, it's you! Good to see you! Your DITTO and MAD-Z are doing just fine. The two seem to get along. GROVT... If we are looking after your Pokémon and notice one is holding an Egg, would you like me to contact you by phone? would that be all right? (now i can press yes or no)
if i press yes: you can leave it up to us! and pokemon you'd like to have raised you can leave in my wife's care.
If i press no: I see. Well, that's fine. Any Pokemon you'd like to have raised you can leave in my wife's care. (basically doing commercial for the day-care lol)
GROVT is my trainer name and MAD-Z is my steelix.
Im guessing you judge on if they get along or not.

Actually, It wont work because Steelix and Ditto are from the same language, and according to Bulbapedia, it will not work. Sorry.
