Is there any way to change the accuracy of Hurricane?

Yes, if the move Hurricane is used in the Rain, its Accuracy will be boosted. The move will actually not miss like the move Aura Sphere when influenced by Rain. This move can also hit Semi invulnerable moves in the Air like Fly, Sky Drop, and Bounce. Look at this for more info:

hmm, i see. is it worth to my dragonite? maybe i should teach him rain dance no?
It is excellent on Dragonite, definitely worth it. Maybe if you have a DW Politoad instead of Rain Dance. If you don't have one, then Rain Dance can work

Hurricane is the flying type equilivant of Thunder(Hurricane confuses instead of paralyzing as well). As such Rain gives it 100% acc while Sun gives it 50%.
