Heracross hands down. He is superior to ariados in just about every stat, he has access to more powerful moves and has fewer weaknesses with his type combo, not to mention moves to counter those weaknesses.
Ariados has a few good moves though, like psychic (not powerful as he has low special attack) sludge bomb (also special), and poison jab.
