No. But you can use the poketransfer center on route 15 once you've beaten the elite 4 to transfer pokemon from eaither diamond, pearl, platnium, heart gold or soul silver to your game. To get the hoeen starters you'll need to use a earlier game like the sinnoh series to use the pal park to transfer from GBA games to that game and then send them to your black/white game via poketransfer :)
