While this is an old question now it is more relevant than ever after the buffs Mantine got in Pokemon Sun & Moon (+20 base HP, +ROOST).

So mine is:

Mantine @ Leftovers
Ability: Swift Swim
EVs: 200 HP / 200 Def / 98 SpA / 12 Spe
Bold Nature
- Roost
- Rain Dance
- Scald
- Air Slash / Toxic

The above mentioned EV spread makes Mantine a decent offensive threat while maintaining its purpose as a wall. Bold Nature invests in Mantine's Defense which is a bit lower than ideal.

Roost + Scald + Leftovers are mandatory to support better Mantine's walling capabilities.

Rain Dance doubles your Speed (who doesn't want to be faster?) AND your firepower making Scald a considerable threat with 30% burn chance.
(Also it can help you switch in a special Electric Sweeper and spam perfect accuracy STAB Thunders!)

Finally Air Slash is a special STAB Flying-type move with good 75 Base power and a high 30% chance to make your opponents flinch. It serves Mantine on the offensive side.
Alternatively, Toxic makes Mantine a better wall that can cripple your opponents with bad poison.

Also Defog should be considered to remove entry hazards (But it's a gen 4 only move).
And Haze (An egg move) can be used as well to stop set-up sweepers.

you should use hurricane instead of air slash: it has a guaranteed hit in rain and has way more power

EVs: 252 HP / 36 Def / 220 SpD
Calm Nature (+SpD -Atk)
- Scald (STAB and burn chance)
- Roost (Healing)
- Defog (Remove hazards)
- Toxic / Air Slash (Poison enemies or extra STAB for Water resist switches)

I'm surprised nobody put this... This moveset is for Water Absorb/Rain teams.

Mantine @ Wacan Berry (For those Electric-types that kill it instantly)
Ability: Water Absorb
EVs: 100 HP / 125 Def / 200 SpA / 83 Spe
Modest Nature
- Surf
- Tailwind
- Wide Guard
- Air Slash

Surf is for teammates with Water Absorb and is generally good STAB.
Tailwind doubles Speed. (Breed a Swanna with Destiny Knot and perfect IVs except for Attack with a Mantine holding Wave Incense.)
Wide Guard for Earthquakes and Rock Slides.
Air Slash is STAB across the field and decently powerful.

Calm Nature (+SDef, -Atk)
- Aqua Ring/Rest
- Confuse Ray/Sleep Talk
- Toxic/Ice Beam
- Ice Beam/Surf

This thing is probably one of my favourite sets to use on a Mantyke. Its Special Defence stat is awesome, and with the Eviolite boost raising it by 50% it effectively has 180 - yes, 180 - base SDef. Which means at Level 50 with Calm Nature and 252 SDef EVs, it will have approximately 284 SDef. Either use the set on the left - Aqua Ring for healing, Confuse Ray to just be a nice little pain in the butt, Toxic for poisoning, Ice Beam for coverage - or the set on the right - Rest for healing, Sleep Talk to attack while resting, Ice Beam for coverage, Surf for STAB. I recommend the one on the left, I just find that it works better.

Mantine @ Heavy-Duty Boots
Ability: Water Absorb
EVs: 248 HP / 80 Def / 44 SpD / 136 Spe
Timid Nature
IVs: 0 Atk
- Scald
- Air Slash / Hurricane
- Toxic
- Roost

This is a defensive Mantine that has some speed investment. Scald is for water STAB that allows you to fish for burns. Air Slash is for flying STAB. Hurricane can be used instead for a stronger flying STAB. Toxic is for poisoning Pokemon like Vaporeon. Roost allows you to heal and stay in longer. An offensive spread of 252 SpA / 4 Def / 252 Spe with a Timid nature also works for this set.
