No. There is no Move tutor that teaches Sketch, however you can teach it to him again through the move re learner, all he/she asks for is a heart scale. You can also train it up until it learns sketch again through level up.
The move rel-learner can be found in the following cities in Gen IV+: D/P/Plt: Pastoria city, HG/SS: Blackthorn city, B/W: Mistralton city.
Smeargle learns Sketch at the following Levels: 1, 11, 21, 31, 41, 51, 61, 71, 81, and 91.
