Chimecho talks about recruiting new members to the team, when will I be able to do that?

Sometimes when batteling Pokemon they will (once fainted) ask to join your team
You can have up to 4 Pokemon with you but many more on chimecos list ready to be called upon
You can also get team members from eggs and after missions for certain missions where the reward is usually ???
