I have a level 25 Gloom. Should I evolve it into Vileplume, or Bellossom? I have SoulSilver

Bellosom if you want a pokemon with good healing attacks and defense oriented. Vileplume if you want a hard hitting grass type.

Getting both is the best idea.

I like bellossom because vileplume is not very strong anyway. Why use him as your hard hitting pokemon. Instead you should get bellossom. He is great for staying alive/stalling. With toxic he is awesome.
