Only one I can think of on top off my head is Skarmory with Toxic.

Please follow standard moveset thread guidelines when answering this question.

preferably toxic stalling pokemon
This is not an answer, because I don't have a good set for it, but like just a suggestion - Aegislash.

ONE of my personal favorites!!!

U Mad Bro?
Dusclops (M) @ Eviolite
Nature: Impish (+Def, -SpAtk)
Trait: Pressure
Role: Wall

EV Distrubution:
255 Def
255 SpDef

  • Protect
  • Pain Split
  • Confuse Ray/ Will O' Wisp/ Payback
  • Toxic/ Will O' Wisp/ Payback

Beware of Taunt (credit to blaziken for reminder), so Payback or an Elemental Punch (Fire, Ice, or Thunder) is an option.

Is the scrafty set even stalling? But I like the dusclops set though, but my only concern about toxic stalling is that steel and poison types can completely ruin you. So can you think of any ways to get around that?
That Scrafty set was more Wall. sry. But as for Dusclops, try  Will O' Wisp. The attack drop allows Dusclops to battle more and Pain Split along with Protect will really mess with your opponent.
OF COURSE!! DUSCLOPS and IT WOULD BE EVEN MORE OP AS A DUSKNOIR WITH LEFTOVERS!!
It wouldn't be more OP as a dusknoir. Eviolite is way better. Dusknoir only has 5 more stat points for defenses than dusclops and with eviolite dusclops is way better

Try this guy.

Umbreon

Umbreon @ Leftovers
Ability: Synchronize
EVs: 200 HP / 58 Def / 252 SpD
Careful/Sassy Nature
- Curse: Boosting
- Wish: Healing
- Protect/Payback: Stalling or Damage
- Toxic/Payback/Heal Bell: Stalling or Damage or Team support

Also my Grotle set from the Torterra moveset question has proven to be excellent in the lower tiers.

Grotle
Grotle @ Evolite
Ability: Shell Armour
EVs: 252 HP / 128 Def / 128 SpD
Relaxed Nature
- Stockpile: Boost those Defenses
- Synthesis: Healing
- Toxic: Status
- Leech Seed: Passive and Healing

For Umbreon: Switch Wish for Moonlight, and use PP Max. Payback is a MUST with Curse!!! i suggest Confuse Ray to cripple Pokemon with High Attack.
Wish is better, because you can switch and heal a team mate AND if you have protect you can stall very well with it. Furthermore if your opponent has Hail/Sand/Rain then Moonlight only heals 1/4 health. Overall Wish is more reliable and useful.
i commented, then i saw who i was commenting on (Speed freak). i shinxed my trousers.

Shiinotic @ Red Card
Ability: Effect Spore
EVs: 252 SpD / 252 HP / 4 Def
Calm Nature
- Strength Sap
- Protect/Toxic
- Leech Seed
- Giga Drain

It's not like this is a super-annoying-impossible-to-beat-stall, but it's pretty solid and can deal with at least 2 Pokemon before fainting. I don't know if I really need to explain the moves. I think you can figure it out. Use Protect for a free healing turn, or Toxic for extra damage. Great set.

Toxapex @ Black Sludge
Ability: Regenerator
EVs: 252 Def / 220 HP / 36 SpD
Bold Nature
- Block
- Baneful Bunker/Scald
- Stockpile
- Recover

This is more of a troll to me. Block makes it so they can't switch out on you, so as soon as you set up Stockpile, spam Recover and annoying them until they rage quit. That's the whole strat. I got up to 1500 on the ladder on Showdown! by making people forfeit.

I hate Stall. But I'm answering this anyways

Gen VIII OU
Defensive Egg Support
Blissey @ Heavy Duty Boots/ Leftovers
Ability: Natural Cure
EVs: 252 HP/ 252 Def/ 4 SpD
Bold Nature/ Calm Nature
- Soft-Boiled
- Stealth Rock/ Aromatherapy
- Seismic Toss/ Toxic
- Teleport

Soft-Boiled recovers it MASSIVE HP stat.
Stealth Rock and Aromatherapy are ways to support its team.
Seismic Toss and Toxic are ways to do damage thanks to its low attacking stats.
Teleport brings a teammate for free.

Also works for Chansey, just toss an Eviolite on it.

The wierd thing is that, while I don't like Stall, I still like Blissey and use it in many Showdown! teams
