You can find them at the Embedded Tower after you get the Blue/Red Orb. Hope This Helped :D
after beating red talk to mr pokemon and depending on ur game you can get either kyogre(hg) or groudon(ss) then take them to the tower thingy near the safari zone :P sorry my ansewer pretty much sucked
