Chatot is my favorite bird Pokemon ever, haha. I always loved the squawky parrot ever since I raised my first one back in 2007. Anyway, Chatot boasts being the only Normal/Flying Pokemon to be best in Special Attack, meaning that it has much better type coverage than other bird Pokemon.
My recommendations are the following:
(Special-based, Flying type, meaning decent coverage, and STAB. Scream REALLY loud into that Mic so that the chance of confusing the opponent rises to 30% =P)
(High Base Power, good for Double Battles, and more STAB. Definitely Chatot's most reliable attack)
Roost/Nasty Plot/Steel Wing
(Roost is great for that Reliable Recovery, but from personal experience, Chatot doesn't have the Defenses and bulk to use Roost efficiently, so I'd choose Nasty Plot. However, it's an Egg Move, so you'd have to breed with Honchkrow to get it. If you don't want to go to all that trouble, just stick with Roost. If you want all Offensive, get Steel Wing for a Defense boost and dealing with Rock-Types)
(Melts Steel-types that try to wall you, and eliminates that Ice Weakness. Great Base Power, and is also very reliable)
Chatot has an incredibly complimenting movepool. I'm glad they didn't screw Chatot up, by giving it a bunch of Physical moves. With a movepool full of Special moves, Chatot is very usable, but make sure it's very strong, otherwise others will be 2HKO'ing you like there's no tomorrow. If you're afraid of that happening, stick Featherdance in there somewhere, to cripple your opponents.
