If I use a power item and battle a pokemon that gives a different e.v than that power item will it still give me evs?

EX: If ur battling a litwick which gives you one spec att ev will the power anklet give you 4 speed evs?

Yes, you will get 4 speed EVs and 1 SP.attack EV.
