Question

Mine has the ability Oblivious and has amazingly high Attack and Amazingly low Speed. It has no moves besides Zen Headbutt (which is there for Fighting weakness) with base power below 100 most of the time. It knows:

Zen Headbutt: Good power, decent accuracy, decent chance to cause flinching (although that will almost never matter,) used to deal with Fighting types.

Gyro Ball: High power with low Speed. You know the Pokemon has low Speed when Wild Lickitung sometimes hold the Lagging Tail (mine doesn't, it holds the Shell Bell.)

Return: High damage because my Lickilicky is so happy. Also high accuracy and STAB.

Power Whip: Where there's a whip there's a way (sing it). Anybody know what that is from. No? Oh well. This move has high power.

This is my weather killer Licky, it can really mess up any weather instigator. Hammer Arm works for Tyranitar and Abomasnow, and provides a 5-type coverage (including Ferrothorn and Blissey). Power Whip can take care of Hippowdon or Politoed (or Kyogre and Groudon, but let's be real). Earthquake demolishes Ninetales, while providing the best physical move in the game. Return is for STAB, and with Choice Band, it can provide some serious damage.
Cloud Nine ensures you don't get OHKO'd by STAB weather boosted moves and Licky doesn't take residual damage from Sandstorm and Hail . EVs: Max out its attack, and even out the defenses with the rest of your EVs.
This guy is best used on your own weather teams, as it stops the opposing team from keeping their weather around, and you can set up your own freely. Given Licky's low speed and wide coverage, he actually makes a decent choice bander regardless of opposing weather.

Ah, what the heck, Lickilicky is good enough to get Earthquake. However, as I said to Swampert (although you probably won't find it in my glorification of Charizard) mine doesn't have high enough defense for Toxic.

WHERES TOXIC?? LICKILICKY HAS GREAT DEFENSE AND NO TOXIC! Heres what I would use. Gyrao Ball(same as you), Zen Headbutt(weakness). Return or Power Whip(whichever oneyou like more.

That works great for normal Lickilicky's, but not for mine. Mine actually has horrid defensive stats for a Lickilicky (mine was before I knew about EV training. It was back in my Firered with my Charizard that stands before all today destroying everything in its path, blazing through the toughest of battles with barely a scratch or even a Slash on it, destroying Water types with ease, and all the while able to win the Pokeathlon with its majestic power. I forgot what I was originally talking about, oh right Lickitung!

Ever tried a Choice Banded Explosion? It's killer. Explosion is for a last ditch effort if you're about to die. Evs give it lots of bulk. Brick Break is for breaking of screens, and just a good move to have. Earthquake is for killing things while making sure that you can hit Steel types hard. Fire Punch is mainly for Gengar, since it resists the rest of the set, while hitting Bug/Grass types resisting most of this set. You could have pretty much any Physical move in there.

Specs set, he has a pretty good base S.Attack. Ice-beam, Thunderbolt, Flamethrower they are all for coverage as is Surf/Shadow-ball whichever you choose.

Note: You could go for the inaccurate but powerful version of Blizzard, Thunder, Fire-blast.

Returns probably better than rock climb but also lagging tail does not lower speed but it does give you -7 priority so if I had a maxed out deoxys speed with 504
If it was holding lagging tail it would go last but would still have 504 speed
Therefor not raising power of gyro ball
